Overview

AeDMS (Aviation Emission Data Management System) is a modern digital platform designed to help states, civil aviation authorities, and airline operators effectively monitor, report, and verify (MRV) aviation emissions in compliance with ICAO's CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation).

Developed under the EU–CORSIA Africa and Caribbean Project, managed by EASA (European Union Aviation Safety Agency) and funded by the European Commission (DG INTPA), AeDMS supports over 30 countries across Sub-Saharan Africa and the Caribbean in tracking CO₂ emissions from international flights.

Objective

The main goal of AeDMS is to strengthen participating states' capacity to:

  • Implement national Monitoring, Reporting, and Verification (MRV) systems for aviation emissions
  • Collect, manage, and report CO₂ emissions data from air operators
  • Facilitate CORSIA-compliant data submission to the ICAO Central Registry (CCR)
  • Build technical and institutional capacity for sustainable emissions management

Technical Architecture

AeDMS is built on a modular, web-based architecture that supports:

  • Data Collection Layer: Web interfaces for AOs to upload flight and fuel data
  • Processing Layer: Automated validation, parsing, and error detection
  • Database Layer: Centralized data repository hosted on national servers, ensuring sovereignty and data integrity
  • Analytics & Visualization Layer: Real-time dashboards for CAAs and stakeholders to monitor and compare emissions
  • Reporting Module: Automated generation of ICAO-compliant reports and inventories

Implementation & Capacity Building

AeDMS has been successfully deployed and demonstrated in several countries, including Côte d'Ivoire, Kenya, and Suriname, through a build–operate–transfer (BOT) model.

Each deployment includes:

  • Assessment of national IT infrastructure and readiness
  • Installation and configuration of AeDMS on local servers
  • Tailored training workshops for Civil Aviation Authorities, Verification Bodies, and Operators
  • Continuous remote and on-site technical support for data management and CORSIA implementation
