Project Overview
The Programme Management Platform (PMP) was developed as part of the Technical Assistance to the Implementation of the Ukraine Public Buildings Energy Efficiency (UPBEE) Framework Loan, financed by the European Investment Bank (EIB), the Neighbourhood Investment Platform (NIP), and the Eastern Europe Energy Efficiency and Environment Partnership (E5P).
The PMP serves as a comprehensive digital platform to manage and monitor the UPBEE Programme — a national initiative aimed at improving energy efficiency across Ukraine's public buildings sector, supporting municipalities to modernize and reduce energy consumption through transparent, data-driven processes.

Purpose and Objectives
The PMP digitalizes and streamlines the full management cycle of the UPBEE Programme. Its main objectives include:
- Enabling municipalities and public entities to apply online for energy efficiency sub-projects
- Providing tools for self-assessment, including energy audit aggregation, project simulation, and creditworthiness evaluation
- Supporting the Programme Management and Support Unit (PMSU) in evaluating, monitoring, and reporting on sub-projects
- Increasing transparency, traceability, and efficiency through an integrated data-driven management system
- Ensuring long-term sustainability and scalability beyond the Technical Assistance phase
Solution
SquareX designed and implemented a modular, secure, and scalable web-based platform that connects all programme stakeholders — from municipalities and energy auditors to the Ministry of Communities and Territories Development (MCTD) and the EIB.
The platform architecture follows a microservices and RESTful API design, enabling interoperability with third-party systems such as Ukraine's eGovernment and eServices infrastructure. Key modules include:
- User Management: Multi-level role-based access for ministries, auditors, project managers, and beneficiaries
- Application & Workflow Management: Online submission, validation, and approval of energy efficiency projects
- Document Management: Integrated electronic system with blockchain-backed tamper-proof storage
- Monitoring & Reporting: Automated dashboards for progress tracking, data visualization, and decision-making
- Multilingual Support: Fully accessible in English and Ukrainian, with future scalability for other alphabets and languages
Open-source technologies were prioritized for cost-efficiency, transparency, and long-term adaptability.
